I was just reading a Bowls SA newsletter (Jan 08) where the continuance of the ridiculous Red Card system is explained. I cannot believe that they have the temerity to suggest that Clubs may only open their greens to non-registered bowlers via this system. As Bowls SA does not contribute a cent to the upkeep of Clubs (and their greens), this clumsy system merely provides a hinderence to administartors and does nothing to add value.
If Bowls SA is serious about development, they would offer full free membership to new bowlers in their 1st season and encourage districts to do likewise. They can then use a sliding scale over a couple of years to ease new people into the game. Serious consideration must also be given to offer full time students, social pensioners and scholars reduced fees. Development is about getting bums on the green and promoting full participation at all levels. The money will follow.
